SACRAMENTO PUBLIC LIBRARY COMMUNITY FACILITIES DISTRICT SPECIAL TAX. To improve libraries by restoring evening and weekend hours; replacing outdated books and materials; expanding reading and literacy programs; and increasing computer access; shall each taxable parcel (exempting commercial, vacant, agricultural, churches and other properties) within a community facilities district encompassing unincorporated Sacramento County and the cities Citrus Heights, Elk Grove, Galt and Isleton pay a special tax of $22 annually for no more than four years raising approximately $5.1 million per year?
