SACRAMENTO PUBLIC LIBRARY COMMUNITY FACILITIES DISTRICT SPECIAL TAX. Provided the City of Galt is annexed into the Sacramento Public Library CFD, to improve libraries by restoring hours; replacing books; expanding literacy programs; and increasing computer access; shall each taxable parcel, (exempting commercial, vacant, agricultural, churches and other properties) within a community facilities district encompassing unincorporated Sacramento County and the cities Citrus Heights, Elk Grove, Galt and Isleton pay a special tax of $22 annually for four years raising approximately $5.1 million per year?
