The current Growth Management Ordinance ("GMO") places an annual limit on residential building permits (1,500 maximum and 1,200 average) and requires that the City determine public facilities and services are available prior to issuance of a permit. Measure "T" would repeal and replace the GMO with an ordinance that places an annual maximum (750) and average (600) limit on permits and authorizes the City to establish new implementing guidelines. Shall Measure "T" be adopted?
