Shall an ordinance that would prohibit the City from providing urban services (defined as water and sewer services) or allowing urban uses outside a boundary that is generally the same as the City sphere of influence boundary (as that sphere of influence boundary existed on January 10, 2000), unless the extension of such urban services or uses is first approved by the voters, be adopted?
