(INITIATIVE) Shall construction of a new terminal or additional passenger gates at the Airport be prevented unless and until the Route 87 Freeway project, a rail link to the Airport, and additional southbound lane on the I-880/Coleman Avenua interchange, and three Airport entrance projects to be designed for projected traffic capacity, are within one year of completion? The measure specifies use of Airport funds if legally permitted, rather than City General Funds, for these projects.
