(ADVISORY) Shall the Lake Shastina Community Services District exercise the power to provide water, and all related functions required or appropriate in order to provide such water to the Lake Shastina community, including the levying of assessments and the setting of rates in accordance with applicable laws, and upon doing so be the sole provider of such water service for Lake Shastina?
