Shall the Charter of Tehama County be amended by adding a new section being Article IV, Section 2(a) that reads: "Notwithstanding Article IV, Section 2 of this Charter, from and after February 1, 2002, the salary of each member of the Board of Supervisors shall be annually adjusted by the lesser of the average of the salary increases granted to Tehama County employees in the prior calendar year, or the change occurring in the prior calendar year in the Bureau of Labor Statistics Consumer Price Index for Urban Consumers (CPI-U)."?
