Should the City of Fillmore adopt an ordinance which establishes a City Urban Restriction Boundary which does not include all areas within the existing approved sphere of influence or even all those lands within the City's corporate limits and requires a vote of the City residents prior to City approval of urbanization outside of that boundary?
