Shall the City of Fillmore adopt an ordinance which establishes a City Urban Growth Boundary which includes the City's corporate limits, the Goodenough Road area, and the City's approved 1990 sphere of influence (excluding the State Fish Hatchery and adjacent southerly property connecting to the Santa Clara River) plus an additional 145 acres and requires a vote of the City residents prior to City approval of urbanization outside of that boundary?
