The people of the City of Santa Paula do ordain as follows: That the Santa Paula General Plan be amended to establish a City Urban Restriction Boundary (CURB) which will include the East Area 2 and Fagan Canyon of the General Plan Expansion Areas adopted April 13, 1998, but exclude East Area 1, Adams Canyon, West Area 2, and South Mountain.
