Shall the City of Livermore submit to the voters for prior approval any proposed action (including approval, purchase or construction of any wastewater facility) which would require any of the following revisions to the existing LAVWMA Joint Powers Agreement: (1) increase the maximum permitted "dry weather" flow into wastewater treatment facilities, (2) modify the Service Area limitations, or (3) increase the capacity of the export pipeline(s)?
