Shall the City of Chico's existing policy, which generally provides that only property located inside the city's boundaries is eligible for the city sewer service, be changed to authorize city sewer service to be extended into three areas currently outside of the city's boundaries and commonly known as the Lassen Avenue Corridor, The Avenues and the Chapman-Mulberry Area, without requiring these areas to be annexed to the city?
