Shall the City of Antioch, when considering approval of residential development, be instructed to phase through land-use planning with concurrent financial planning to provide adequate schools, street improvements, and Highway 4 improvements for a sustained high quality of life, by making new growth pay its own way through maximizing fees, assessment districts, matching fund programs and any other means effective to expedite the construction of needed infrastructure?
