Shall Measure E, which would amend Section 210.c of the El Dorado County Charter to harmonize its provisions with those of Proposition 218 which was adopted by the voters of the State of California in November of 1996, relating to required voter or property owner approval of new or increased benefit assessments on real property, be adopted?
