The rate of each utility tax of the City of Holtville is hereby reduced to three percent (3%) from (5%) beginning July 1, 1997; with a further reduction to one percent (1%) from three percent (3%) beginning July 1 1998; with the tax to be entirely eliminated effective July 1, 1999.
