Shall the Northstar Community Services District be authorized to levy a special tax on all real properties within the District not to exceed the sum of $280.00 provided said special tax may be adjusted annually at the beginning of each fiscal year, beginning on July 1, 1999, but not to exceed any increase in the reported U.S. Department of Labor, Bureau of Labor Statistics, Consumer Price Index for San Francisco-Oakland-San Jose (1967=100), or its successor index, for the prior 12 months? Said tax is to be assessed and collected with Placer County General Taxes commencing with the forthcoming 1998-99 fiscal year and continuing each year thereafter, and shall be used only for those purposes authorized by the California Community Service District law.
