Shall a sales and use tax of one-eighth of one percent (0.125%) be established to generate supplemental revenue for the county library to increase library open hours, to expand bookmobile services, to provide future funding for the replacement of the bookmobile, to increase the funding for books and materials budgets, to expand library programs and operations, to fund the construction of new library facilities, and to increase the funding for library services in San Juan Bautista; shall the state-mandated annual spending limit be increased by an amount of revenue generated by the sales and use tax; and shall the sales and use tax be eliminated at the end of ten (10) years?
