(1) Shall Measure 'F' of the Big River Community Services District, proposing a special tax levied upon the parcels within the District not to exceed $36.00 per parcel or possessory interest parcel for the 1998-99 fiscal year, with future increases limited to any annual increase in the Consumer Price index for the purpose of replacing assessments currently levied for District services, and (2) an expenditure limit for the proceeds of any special or other taxes of $500,000 be adopted?
