To improve health and safety conditions of neighborhood schools, including replacing inadequate or unsafe electrical and heating systems, repairing deteriorating roofs, plumbing and sewer systems, eliminating hazards from asbestos, reducing dangers from earthquakes with seismic upgrades, upgrading children’s restrooms, acquiring, construction and modernizing school facilities to relieve overcrowding, shall the Mount Pleasant Elementary School District issue twelve million dollars of bonds, at an interest rate within the legal limit, with all proceeds staying locally to benefit local children?
