Shall an ordinance be adopted that amends the Milpitas General Land Use Plan to create an Urban Growth Boundary near the base of the Milpitas foothills, effective for twenty years, that would limit development with the city to the valley floor on the base of the foothills by prohibiting the City from providing city services such as police, fire, sewer and water to new land use developments in the hillside area?
