To replace Marin County’s aging emergency communications system; reduce 911 response times; improve communications reliability during earthquakes, floods, fires, and other disasters; and ensure reliable com munications among police, fire, and paramedic first responders throughout Marin County, shall an ordinance be adopted authorizing an annual parcel tax for 20 years based on land use, including $29 per single-family home, with public audits, expenditure reports, citizen oversight and low-income senior exemptions?
