Because the California Legislature has seized millions of dollars belonging to local government causing serious deficits, shall the City of Montebello adopt an ordinance assessing utility usage at 6.5% with funds used for vital services, avoiding layoffs of police, firefighters, paramedics and other personnel leading to reduced service levels, preventing delays in emergency response times, and adding resources to fight gangs/graffiti; also establishing an Oversight Committee insuring these revenues are used for essential city services?
