To reduce local traffic congestion by implementing a 20-year Transportation Plan that: Maintains and improves bus service, including special services for seniors and disabled persons; Fully funds and completes Highway 101 carpool lanes through San Rafael; Maintains and improves roads, bikeways, sidewalks, and pathways; Reduces school-related congestion and provides safe access to school; Shall Marin County voters authorize a 1/2-cent sales tax to implement the plan, with annual audits and an independent Citzens' Oversight Committee?
