Shall the "prevailing wage" provisions of the Santa Clara County Charter, which have been interpreted by courts to mean base pay only and to require comparisons to private sector employees, be amended so County rates of pay will be based on comparisons only to public sector employees and, "wages" and "rates of pay" will mean base pay and employer-paid contributions for employee benefits, such as medical, dental, and retirement plans?
