To maintain the quality of education for students in the Castaic Union School District by funding educational programs and materials, avoiding increased class sizes, maintaining and updating computers and computer instruction in the classroom, and continuing art and music programs, shall the Castaic Union School District be authorized to levy and annual tax of $48 per taxable parcel for four years only, beginning July 1, 2004, with an exemption for parcels owned and occupied by persons 65 years of age or over?
