Shall the Oakland City Charter be amended to permit active members of the Police and Fire Retirement System ("PFRS") to terminate their PFRS membership and become members of the California Public Employees' Retirement System ("PERS") (hereinafter referred to as "transfer to PERS") if (1) the City Council authorizes the transfer to PERS; and (2) the PFRS Board authorizes transfer to PERS of PFRS funds that represent the active members' employee and employer contributions to PFRS?
