Shall the City of Belvedere be authorized to continue its levy for fire protection and emergency medical services for the period July 1, 2000 through June 30, 2004, and thereby adjust its appropriations limit, as provided for in Article XIIIB of the California Constitution, with the understanding that the maximum levy for fiscal year 2000-2001 shall not exceed the rate currently authorized in Chapter 3.28 of the Belvedere Municipal Code?
