Shall the city adopt the Ordinance found in the Election Department's Sample Ballot and Voter Pamphlet and on file in the City Clerk's office to establish an Urban Growth Boundary line, located generally along the northerly side of the City of Marina, and to prohibit for a period of approximately twenty (20) years any new development other than park and open space uses above such Urban Growth Boundary line?
