(ADVISORY) Shall Milpitas voters adopt an advisory measure advising the City Council that new funds from a voter approved increase in the Transient Occupancy Tax, which is a tax on the cost of hotel rooms paid only by the person renting the hotel room, be used to support construction of a new library, provide new books and educational software, enhance library services, and to support performing and visual arts programs?
