Amend City Charter to change time within which City Manager must submit to City Council a capital improvement program for next five fiscal years to at least thirty days prior to beginning of each fiscal year to allow capital improvement program to be submitted to Council at same time as City's operating budget for the fiscal year and requiring Planning Commision to submit comments to program at least 10 days prior to Council hearing.
