To continue the special programs authorized by over 83% of Berkeley's voters in 1994 under the "Berkeley Public Schools Educational Excellence Act of 1994'"(BSEP), specifically: reducing class sizes, school enrichment programs, elementary music, books and educational materials, and improved school security and maintenance, shall the Berkeley Unified School District's appropriations limit be adjusted as necessary with no increase in District taxes?
