Shall the Berkeley Board of Education be advised to adjust the District's Appropriations Limit ("Gann Limit") without an additional election in 2002, as is permitted by law, to save the costs of such an election and continue spending, for the final four years approved by voters, revenues raised by the "Berkeley Public Schools Educational Excellence Act of 1994" (BSEP) for reduced class sizes and other enrichment programs? (This is not a new tax.)
