To give students greater access to computer technology, build new academic and vocational classrooms, provide students with improved education and job training opportunities, construct and expand school libraries, and repair classroom heating, ventilation and air conditioning systems, shall the West Hills Community College District issue $19 million of bonds at interest rates below the legal limit for repair, improvement, construction and acquisition of classrooms and school facilities?
