Taxes to Fund California Public Universities and Community Colleges. Initiative Constitutional Amendment and Statute.

This measure would impose new taxes on gasoline, diesel fuel, alcohol, and cigarettes while raising vehicle license fees, with 80% of revenues going to UC and CSU systems and 20% to community colleges. It would also cap student tuition at 2009-2010 levels, maintain minimum state funding levels for higher education, and create a commission to recommend cost efficiencies.
