The measure would have amended Eureka's General Plan to create two overlay designations: one limiting 21 City-owned downtown lots to parking and high-density housing with some exceptions, and another for the former Jacobs Middle School site allowing mixed uses with at least 40% of non-public area dedicated to high-density housing.
