LOS ANGELES Measure JB

This measure combines Los Angeles's Civil Service and Human Resources Departments into one unified department responsible for employee recruitment, hiring, and certifications, while creating an independent Civil Service Employee Rights and Appeals Commission to handle complaints and disciplinary appeals. It also establishes hiring preferences for Long Beach residents, local students, current employees, and participants in certain internships and apprenticeships.
