The measure would have prohibited rent increases on certain residential rental units that exceed 60% of the Consumer Price Index increase or 3%, whichever is lower, using August 3, 2022 rent levels as the baseline. It also would have limited eviction grounds for some rental units and established a process for landlords to request additional rent increases beyond the cap.
