This measure increases Napa's appropriations limit under California's constitutional spending cap by $3,000,000 and allows for growth in transient occupancy tax (TOT) from fiscal years 2022/2023 through 2026/2027. The increase would enable the city to spend more of its existing TOT and sales tax revenue from visitors on public services, parks, recreation, police, and fire programs without raising taxes or creating new ones.
