SAN DIEGO Measure D

This measure adds a new Charter section that strengthens the independence of San Diego's Ethics Commission by requiring voter approval for its elimination, allowing it to appoint its own Executive Director without City Council confirmation, and enabling it to independently initiate investigations and law enforcement referrals. The amendment also establishes defined qualifications and term limits for Ethics Commission members and requires the city to provide sufficient resources for the commission's operations.
