This measure would incorporate Mountain House as a new city within San Joaquin County, transfer most powers from the existing Mountain House Community Services District to the new city government while making the district a subsidiary, and detach some territory from the Tracy Rural Fire Protection District. The measure implements a reorganization order previously adopted by the San Joaquin Local Agency Formation Commission in September 2023.
