The measure would have prohibited Concentrated Animal Feeding Operations (CAFOs) as defined by federal regulations outside Sonoma County's Coastal Zone, required existing CAFOs to phase out over three years, and established daily financial penalties for violations. It also would have mandated the Agricultural Commissioner to create a job retraining program for CAFO workers.
