The measure authorizes the Rincon Valley Union School District to issue $65.6 million in bonds to upgrade classrooms, science and technology labs, music facilities, and classroom technology, as well as replace portable classrooms and provide specialized classrooms for kindergarten and students with learning disabilities. The bonds would be repaid through a property tax levy of 3 cents per $100 of assessed valuation, raising approximately $4.4 million annually while the bonds remain outstanding.
