ALAMEDA Measure X

This measure amends Alameda's city charter to establish term limits for city council members, require two hearings before the council can place certain measures on ballots, and gives the Public Ethics Commission authority to set salaries for council members, the city attorney, and auditor. It also changes tie-breaking vote procedures by counting abstentions and absences as "no" votes, and expands the duties and minimum staffing requirements for the city auditor position.
