This measure would have amended Orange's city charter to formally establish the City Council as the client in the attorney-client relationship with the City Attorney, giving the Council control over all legal matters and allowing them to hire outside attorneys when conflicts of interest arise. It also would have required the City Attorney to maintain legal records and comply with information requests from the Council.
