Shall Resolution 2016-03 be approved establishing a special tax on each parcel of land within the District in the amount of $200.00 per year, beginning with the 2017-18 fiscal year, and $250.00 per year beginning with the 2021-22 fiscal year, and each fiscal year thereafter, for the purpose of funding road maintenance programs within the District, and further establish a spending limit in accordance with the provisions of Ariticle XIIIB of the California Constitution?
