This 1942 California ballot measure prohibited "hot cargo" agreements where unions refuse to handle goods from non-union companies and "secondary boycotts" where unions pressure neutral third parties to stop doing business with targeted employers. The measure restricted certain union organizing and pressure tactics by making these specific types of boycotts illegal.
