Shall the City of Clearlake impose a retail transactions and use tax at the rate of one percent (1%) within the City to be used for repair of City streets and roads and other transportation services and code enforcement, and shall the appropriations limit for the City of Clearlake for roadway repair and maintenance and code enforcement be increased for Fiscal Year 2013-2014 by the amount of the tax proceeds received by the City during that period.
