In order to preserve Bradbury’s essential city services, maintain a safe and quality community and meet the obligations of State and Federal Mandates, shall an ordinance be adopted to establish a Utility Users Tax on gas, electric, cable, trash, and telecommunications services at a rate not to exceed 7.5% (5.5% the first year) and 3.75% on water (2.75% the first year) for a period of 5 years, with exemptions for solar and certain low income households.
