Shall an ordinance be adopted that increases the number of eligible persons certified for appointment from an eligible list from the three (3) highest eligible persons to the seven (7) highest eligible persons whenever a position in the classified service is sought to be filled through open examination, and allows for an additional two (2) eligible persons to be certified for appointment for each additional position sought to be filled through open examination?
