(INITIATIVE) Shall the City use a competitive bidding process to award five separate agreements for trash and recycling services; require that garbage processing and transfer facilities be owned by the City and located in San Francisco; require the Board of Supervisors to approve maximum rates for garbage services; and allow the Board of Supervisors to make future amendments that advance the purposes of this ordinance without further voter approval?
